The Shires are a combination of five different shires and the home of the Halfings. The captial city is Hodenburg in Hoddingshire.

The boarders of the shires are protect by Guardburgs place throughout the five shires.

The Shires are governed by the Shires Assembly with each individual shire having their own Shire Council. Each shire sends three representatives to the Assembly in Hodenburg. A head councillor is then selected by the other members of the Assembly to serve a 3-year term.
