Fall of the Celestians by C. L. Werner is a book in the Tales of Pannithor line of novels.

It covers the creation of the Shining Ones and Wicked Ones

About

Recovering from the costly war with Korgaan’s barbaric followers, the Celestians continue to guide the humans, elves, and dwarfs in heightening their civilizations. Now, however, the star-gods find themselves alone. The gateway back to their homeworld is broken, and no more of their kind can be brought to Pannithor. Accepting this reality, Mescator appreciates that the Celestians can only extend their influence by increasing their numbers and agrees with Valandor’s proposal that they have children with the mortals.

Among the first and greatest of these demigods is Mescator’s own son, the valiant Domivar. But some of the Celestians reject this vision of the future. Delving into ancient and powerful magics, Oskan schemes to find a way to reopen the gateway and bring more true Celestians to Pannithor. To do so will mean gaining the assistance of the great archmage, Calisor Fenulian, and getting him to help craft the Fenulian Mirror – an artefact of such arcane potency that its existence will change the fate of the Celestians – and Pannithor – forever.
