Use 8 models for the Fleabag and there are 2 options with the Fleabag riders, use them as they are or use the Bows from the plastic Goblins to play them as Sniffs (can also replace the upper bodies with the ones from the plastic set if you feel comfortable cutting those in half, which will result in a better looking unit)
Use Mawpups from the plastic sprues to make 2 Regiments of Mawbeasts
1 fleabag is used as King (use plastic Goblin parts and/or the upper body replacement)
1 plastic Goblin is used as Flaggit (glue a small sheet of paper around a speer or use other parts to spice this up a little)
the remaining plastic Goblins are split to make 4 Rabble Hordes (either 3x30+1x29 or 2x27+2x28 depending on the option chosen above)
