The Enforcer unit was introduced in 2.0 - Uncharted Empires 2nd Edition Rulebook continued until the end of 2nd Edition.

It appears the unit was merged together with Brutes in 3rd Edition becoming Brute Enforcer. Enforcer was not reintroduced as its own unit and is considered retired.
